Did anyone receive a letter from the PBGC stating they were overpaid and now have to pay back the money?

Yes, it only took them seven years to determine that !

PBGC sent me a letter dated 9-27-2016 to inform me of the over-payment, and they have now cut my payment by 10% starting with the January 2017 payment. GM sent me a letter dated 10-3-2016 that they were aware of the PBGC review and I was eligible for the Top-UP benefit. However, my GM payment amount for January 2017 has not increased (according to my account on Fidelity's web site). GM's letter said they would get back to me within 90 days, so technically they have a few days left to send the final answer.

I'm hoping GM will make up the difference. It does seem odd they would wait until the last possible moment to let us know.
