I called 855-768-0805 and was referred to Mark Profitt, so I called him and was given the following information.
The $76.03 payment is being made to everyone that was on Medicare before Dec 31, 2009 and will be a lifetime payment.

Once you edit a post, it changes the main database file that contains all of the posts, user information and layout of the board. If I restore an earlier backup, it restores the complete board.
